NIAGARA FALLS BRIDGE COMMISSION ANNOUNCES APPOINTMENT
Dick Palladino Appointed by Governor Cuomo

The Niagara Falls Bridge Commission is pleased to announce the appointment of Mr. Harry R. (Dick) Palladino to the Board of Commissioners, effective immediately.  Mr. Palladino was appointed to the Niagara Falls Bridge Commission by New York State Governor, Andrew Cuomo.

 

Born and raised in Western New York, Commissioner Palladino is a resident of Gasport.  He is currently employed as the Business Manager of Laborers’ Local 91, and has served in various positions throughout his extensive career with the organization.  He is also the owner/operator of Palladino Paving and Construction.

 

The present Board of Commissioners includes Chairperson Ernest Smith (ON), Vice Chairperson Kathleen Neville (NY), Secretary Kenneth Loucks (ON), Treasurer Russell Quarantello (NY), Janice Thomson (ON), Frank Soda (NY), and Linda McAusland (ON).

The Extra Provincial Corporations Act of the Province of Ontario, Canada licenses the NFBC. Linda McAusland Appointed by the Premier of the Province of Ontario

The Commissioners of the Niagara Falls Bridge Commission are pleased to announce the appointment of Ms. Linda McAusland to the Board of Commissioners, effective immediately.  The addition of Ms. McAusland fills a vacant seat on the eight person board, which is made up of four residents of the United States and four residents of Canada.  Ms. McAusland was appointed to the Niagara Falls Bridge Commission by the Premier of the Province of Ontario, Kathleen Wynne.

Ms. McAusland has been with the Ontario Public Service for over 28 years and has worked in the Ministry of Natural Resources, Northern Development and Mines and Transportation.

Commissioner McAusland is a resident of Welland and moved to the Niagara area with the relocation of the Ministry of Transportation 20 years ago.  She previously led the highways planning program and was responsible for launching the Environmental Assessments for the Niagara to GTA, GTA West, 427 North and 407 East Corridors.  She was the Director of Transportation Policy where she led the policy delivery in several key areas including goods movement, high speed rail, accessibility, climate change, cycling and border governance.  As the Director of Finance she led the Ministry in managing a $6.8B operating and capital program.

Ms. McAusland is currently the Assistant Deputy Minister and Chief Administrative Officer for MTO where she provides leadership for Human Resources, Financial Planning, Controllership, Facilities, Emergency Management, Procurement and Freedom of Information.

Commissioner McAusland has previously served on the Board of Directors for the McMaster Institute of Transportation Logistics, Canadian Transportation Research Forum and the North American Strategy for Competitiveness.  She has her Bachelor of Arts from the University of Waterloo and has attended the Public Executive Program at Queen’s University and the Executive Leadership Program at the Niagara Institute.

NIAGARA FALLS BRIDGE COMMISSION ELECTS 2014 OFFICERS

Ernest K. Smith is elected Chair

LEWISTON, NEW YORK – At its Annual General Meeting, the Niagara Falls Bridge Commission (NFBC), the bi-national entity that owns and operates the Rainbow, Whirlpool Rapids and Lewiston-Queenston Bridges between Canada and the United States, elected its slate of officers for 2014. Ernest K. Smith, ON, was elected Chairperson, and Kathleen L. Neville, NY, was elected Vice-Chairperson. Kenneth E. Loucks, ON, was elected Secretary, and Russell G. Quarantello, NY, was elected Treasurer.  Frank Soda, NY, Janice A. Thomson, ON, and Thomas G. Pryce, NY, comprise the rest of the NFBC board.

U.S. Commissioners serve at the pleasure of the Governor of the State of New York, and Canadian Commissioners serve at the pleasure of the Premier of the Province of Ontario. All officers hold their respective office for one year until the next annual meeting, unless the Commission deems a change is necessary.

Appointed to the Commission in November 2009, Mr. Smith, a resident of Niagara Falls, Ontario, is retired from Canada Immigration after more than 31 years of service with experience in such areas as enforcement, operations and intelligence. Since retiring, Mr. Smith has been contracted by the International Region of Citizenship & Immigration Canada to work as a visa officer in England, Hong Kong, Trinidad, Saudi Arabia and the United States. Mr. Smith, a graduate of Stamford C.I., holds a B.A. from Waterloo Lutheran University (now Wilfrid Laurier University) in Ontario, and a Masters degree from Niagara University in New York State.

Kathleen Neville, a resident of Wilson, NY, was appointed to the Commission in March 2012.  A public relations professional, Ms. Neville previously served as senior vice president at Hill and Knowlton Public Relations International in New York City and as a senior consultant at Ketchum Public Relations in Washington, D.C.  She is a former managing executive director of Shea’s Performing Arts Center in Buffalo and the author of several non-fiction books and articles on conduct in today’s workplaces and schools.  The former television and radio broadcaster obtained a Bachelor of Science degree in marketing from the Rochester Institute of Technology and received a graduate teaching fellowship in English/Communications from Niagara University.

Dr. Loucks, a resident of Sauble Beach, ON, and formerly of St. Catharines, ON, was appointed to the Commission in April 2006, and served as Chairperson in 2010. Dr. Loucks is Professor Emeritus of the Faculty of Business, Brock University, St. Catharines, ON, and the holder of HBA, MBA and PhD degrees from the Ivey School of Business, University of Western Ontario. His career in education encompasses appointments at two secondary schools and three universities in Ontario and two adjunct appointments in Australia. He is a specialist in entrepreneurship and business strategy. Throughout his career, Dr. Loucks has maintained an active management consulting practice. He has served as well as a consultant to bilateral and multilateral development agencies in small enterprise creation and economic development programming with assignments in over 30 countries. During his career he has served on numerous public and private sector boards and commissions.

Appointed to the Commission in March 2012, Mr. Soda retired in 2010 after a 41-year teaching career. He resides in Niagara Falls, NY, and holds a BA and MA from Niagara University and an MS from Buffalo State College. He taught at Niagara Falls High School for 23 years and is also an adjunct at Erie Community College and Niagara University. A former Niagara Falls City Council member, twice, he also served on the Love Canal Area Revitalization Agency.

Ms. Thomson, a resident of Niagara-on-the-Lake, ON, was appointed to the Commission in April 2006 and has previously served as Secretary, following two years as Chairperson (2007 and 2008). She was actively involved in the recent reconstruction of the Queenston Plaza, serving as liaison between the Board of Commissioners and the Design and Construction Team, accountable to the Federal Government as Project Co-Chair. She presently occupies the position of Executive Director of the Niagara-on-the-Lake Chamber of Commerce and Visitor & Convention Bureau, and previously held executive management positions at the national offices of Jaguar Canada and BMW Canada over an 18-year period. Ms. Thomson also serves as Chair of the Niagara Parks Commission, a board member of the Niagara Foundation and board member of the Toronto 2015 PanAm/ParapanAm Games, and serves on many tourism-related committees within Niagara.

Mr. Quarantello was appointed to the Commission in March 2012 and resides in Lewiston, NY.  He currently serves as the Business Manager of the International Brotherhood of Electrical Workers Local #237.  Mr. Quarantello is a master electrician who has worked for numerous electric contractors over the years, including the Carborundum Co., Viatran Corp., and the U.S. Small Business Administration. He was elected to his position as the union local’s principal officer in 2007.

Thomas G. Pryce, a Youngstown, NY resident, was appointed to the Commission in January 2008, and served as Chairperson in 2013. He recently retired from the position of Business Manager and Financial Secretary of Iron Workers Local 9, Niagara Falls, NY.  A graduate of Plattsburgh State, Mr. Pryce served 12 years as a member and officer of the Lewiston-Porter Board of Education, and sits on several charitable and community development boards.

LEWISTON, NY/QUEENSTON, ON – The NEXUS lane at the Lewiston-Queenston Bridge into the United States will be opened from 6:00 a.m. to 8:00 a.m. Monday to Friday beginning January 6, 2014.  At that time NEXUS cardholders will be allowed to use a dedicated NEXUS ONLY lane on the bridge as indicated on the overhead signs on the bridge to access the NEXUS booth.

TOLL RATE CHANGE EFFECTIVE NOVEMBER 1, 2013

LEWISTON, NY/QUEENSTON, ON – The Niagara Falls Bridge Commission (NFBC) today announced a series of toll rate changes for passenger and commercial vehicles at the Rainbow, Whirlpool-Rapids, and Lewiston-Queenston Bridge spans, effective November 1,
2013.  This change represents a $.25 toll increase for cars and toll increases for trucks ranging from $.25 to $3.50. It is the first rate update implemented at the NFBC crossings since 2007.

A listing of the adjusted toll rate schedule is available at  www.niagarafallsbridges.com.

 

The toll increase is a result of several factors, including: impending port improvements at the Lewiston Plaza due to begin spring 2014, increased operating costs resulting from the expansion of the Queenston Plaza, other upgrades to NFBC facilities in Canada and the United States, and future enhancements to the Whirlpool-Rapids Bridge.   The rate continues to be competitive in comparison to other major Can-Am border crossings. Motorists will be advised of the change through updated plaza and toll booth signage, informational flyer distribution, direct mailings, and online communications.

Niagara Falls Bridge Commission Celebrates 75th Year of Service

 

LEWISTON, NY/QUEENSTON, ON – On Thursday, October 24th, 2013, the Niagara Falls Bridge Commission (NFBC) hosted a commemorative binational reception and ceremony in honor of its official 75th corporate anniversary.

“To properly acknowledge and pay tribute to 75 years of effective, bi-national service to the Western New York and Southern Ontario regions, the Commission is pleased to have organized an official ceremony and a number of exciting celebratory activities throughout the calendar year,” said NFBC Chairperson Thomas G. Pryce. “I would like to thank all those individuals who, over the years, have helped contribute to our mission of facilitating commerce and the movement of goods and people in a safe and efficient manner.”

The NFBC owns, maintains and operates the Rainbow, Whirlpool-Rapids, and Lewiston-Queenston Bridges. The Commission is comprised of an eight-member Board consisting of four United States and four Canadian representatives. Initially established in 1938 to finance, construct and operate the Rainbow Bridge, the Commission’s efficient and effective management of that bridge led to an extension of responsibilities over the Whirlpool-Rapids (Lower Arch) and Lewiston-Queenston Bridges.

With the exception of one-time capital contributions from Canada and Ontario for the fifth lane on the Lewiston-Queenston Bridge and from Canada for the new Canada Border Services Agency facilities at Queenston, the NFBC does not use taxpayer dollars and operates solely through the collection of tolls as well as private and public-sector tenant leases. The NFBC strongly supports the continued growth of trade and tourism between Canada and the United States.

“A defining characteristic of our region is the many international bridge spans that connect our communities both culturally and economically,” said NFBC Vice Chairperson Ernest K. Smith. “The Commission is proud of our role in ensuring that these important connections stay viable today, tomorrow, and well into the future.”

To mark the 75th anniversary occasion, local border operators, community leaders, dignitaries, and NFBC representatives gathered at the Rainbow Bridge Promenade for a reception and series of formal remarks and commemorations. An anniversary video montage and Paul Hanover painting of the Lewiston-Queenston Bridge were unveiled, and the reception concluded with a reading of the Niagara Falls Bridge Commission 75th Anniversary joint-commendation offered by Member of Parliament and Minister of Defence of Canada Rob Nicholson, U.S. Congressman Brian Higgins, and U.S. Congressman Chris Collins.

Earlier this year, a celebratory website was launched at www.nfbc75.com to commemorate the NFBC 75th Anniversary and corresponding Lewiston-Queenston 50th Anniversary, while special t-shirts were also issued and put on sale to the public in support of select regional food banks. An art-deco designed poster was created for free public download and a public fireworks display was coordinated through the Niagara Parks Commission on August 23rd over the Horseshoe Falls with thousands of spectators taking part. Numerous “interesting historic facts” about the Niagara Falls Bridge Commission and Lewiston-Queenston Bridge were also made available to the general public and local media outlets on a weekly basis.
